The Red represents the energy and vitality of the staff of UDeCOTT and the people who work with us. The Black tinges represent land of the country we are developing in line with the vision for this country.

The motif is reminiscent of three things:

  • A flower to represent our commitment to work while respecting our environment. The petals of the flower are U-shaped to show we are working for YOU, the population of Trinidad and Tobago

  • A steelpan to show our commitment to develop our nation while respecting our cultural and economic landscape

Company Background


Launched on December 28, 1994, the Urban Development Corporation of Trinidad and Tobago Limited (UDeCOTT) is a limited liability company registered under the Companies Ordinance (Ch. 13 No. 1) and specializes in project management. The Corporation’s line Ministry is the Ministry of Housing and Urban Development.

Under the oversight of a Board of Directors, with day to day management by a Chief Executive Officer and a core of highly trained and experienced professionals, UDeCOTT is charged with bringing the infrastructural aspects of the Government’s innovation for lasting prosperity to reality. The rationale for the establishment of UDeCOTT was based on the following:

  • The decision to give greater focus to the capital city of Port of Spain as a business and financial centre
  • The continued regeneration of the city of San Fernando
  • The development of 13 major urban centres including Tobago as identified in the National Physical Development Plan
This strategy for the creation of a specific company to spearhead this initiative derives from the success of similar institutions popular in many countries across the world including Jamaica and throughout the United Kingdom.

Roles

UDeCOTT delivers on its mandate by using two approaches:

  • Project Manager
  • Development Facilitator
The specific approach selected depends on the type of project, the context of development and the requirements of the stakeholders.

UDeCOTT as Project Manager

UDeCOTT can be retained as a Project Manager by Government Ministries to provide project development services beginning with the project conception and ending with delivery of the completed project. In this role, UDeCOTT acts as an agent and provides the following specific services:

  • Project identification and formulation
  • Feasibility studies
  • Planning and environmental studies
  • Procuring consulting services for architectural and engineering design
  • Procuring contractors for infrastructure and building construction
  • Arranging construction management services
  • Preparing project budgets
  • Assisting with project financing negotiations
  • Providing financial management and reporting services.

UDeCOTT as Development Facilitator

UDeCOTT can be retained as Development Facilitator and function essentially as a consultant. UDeCOTT will undertake responsibility for the physical, economic, financial and environmental planning of a project and will mobilize the resources to implement the project.

Government Campus Plaza - Ongoing

The Government Campus Plaza (GCP) will fulfill the Government's goal of ensuring that the public can quickly and conveniently access the services of five of its Government Ministries/Agencies. 

The GCP located on Richmond Street and Wrightson Road in Port of Spain, the Government Campus Plaza is one of the projects that will change the skyline of the nation's capital.

Located just across from the POS International Waterfront Centre on Wrightson Road (a busy East-West transport artery in western Port of Spain) on a 1.154 million square foot quadrangular piazza, the Government Campus Plaza will provide not only office accommodation and parking, but also an aesthetically pleasing public plaza with manicured gardens. 

In addition to the features highlighted, the Government Campus Plaza will include:

  • The Board of Inland Revenue Tower;
  • The Customs and Excise Headquarters Building;
  • The Ministry of National Security General Administration Building;
  • The Ministry of Legal Affairs Tower and Office of the Attorney General; and
  • The Government Campus Plaza Parkade.

The Port of Spain International Waterfront Centre - Completed

waterfront2Soaring 300 feet into the air, the Port of Spain International Waterfront Centre, emerges as a beacon in the nation's capital and transforms the western shoreline into a majestic, modern coastal facility, featuring:

  • Two 26-storey office towers at 885,000 sq. ft. combined;

  • waterfrontA 22-storey, 409,000 sq. ft., 428-room Hyatt Regency Hotel;

  • The largest conference centre in the English-speaking Caribbean at 55,000 sq. ft.;

  • Retail spaces;

  • A 7-storey car park with accommodation for 1200
    waterfront3vehicles;

  • An auditorium and performing arts theatre; and

  • A well-landscaped park designed for relaxation and enjoyment of the vast views from the waterfront.

refurbished Breakfast Shed,
one of Port of Spain's famous
"hot spots" for local cuisine.

The Port of Spain International Waterfront Centre, which was opened in 2008, is testament to the burgeoning development of our twin-island nation.  With only two new major developments constructed in
waterfront5downtown Port of Spain in the past 10 years, the International Waterfront Centre is the new hallmark of an ever-evolving Port of Spain - a city already established as a significant regional centre for trade, commerce and industry.

Restoration of the Mille Fleurs Estate - Ongoing

Mille Fleurs

Mille Fleurs was built in 1904 by George Brown of the Trinidad Trading Company. It is designated as one of Trinidad and Tobago's "Magnificent Seven" buildings. 

The project scope includes the restoration of this existing historic building, formerly a private residence, to serve as a Period Museum for public viewing. The building would become the only Heritage House among the Magnificent Seven along the Queen's Park Savannah to be open to the public.

To service the museum, an out building named "The Mews" would have to be constructed  on the site of the former stables, at the rear of the property to house offices for the museum staff, a restoration and heritage library, storage of antiques, public bathrooms and a small cafeteria and shop for the visitors.

The gardens are to be landscaped to compliment the Heritage House, while exterior lighting would ensure an elegant presence at night. Seating to be provided in a designated small area on the grounds to allow visitors to view and enjoy the gardens. 

UDeCOTT is awaiting confirmation of the User Brief and formal approval from the Ministry Of Works and Infrastructure to proceed with restoration works.

Refurbishment of Stollmeyer’s Castle - Ongoing

Stollmeyer's Castle.

Stollmeyer's Castle is a historic house located at Queen's Park Savannah Port of Spain; (on the northern corner of the Savannah) and is part of the group of historic buildings known as the "Magnificent Nine of Port-of-Spain."

Stollmeyer's Castle (also called "Killarney") was built as a retirement home for Charles Fourier Stollmeyer, an immigrant from the United States and supervisor for an asphalt company. The house was constructed from 1902 to 1904 on the site of a former government stock farm. The Castle was designed by a Scottish architect, Robert Gillies, from the firm of Taylor and Gillies. The Scottish influence was predominant in the design which was reportedly patterned after a wing of Balmoral Castle in Scotland. 

In the 1940's, the building, like Whitehall, was used by the US Forces, and was given the name "Stollmeyer's Castle" by American military forces because of its similarity to a fortress.

In 1979, the building was acquired by Trinidad and Tobago's government and subsequently used to house staff of the Office of the Prime Minister up to 2007.

UDeCOTT was mandated to undertake restorative and refurbishment works at Stollmeyer's Castle. These works are in progress.

Siparia Administrative Complex - Completed

sipariacmplxAn hour south of San Fernando, the southern town of Siparia is home to the famous La Divina La Pastora Catholic Church and was one of the first areas of Trinidad settled by the Spanish upon re-discovery. A growing town, Siparia is not far from the industrial centres of Southern Trinidad.

As part of the Government's vision of development, the town of Siparia is benefitting from the Siparia Administrative Complex wherein residents of this area can access government services at a single, convenient location. The three storey, 54,000 sq. ft Administrative Complex is home to community offices of the Ministry of Social Development, Ministry of Health and Ministry of Works and transport.

A beacon in the landscape of this southern town, the Siparia Administrative Complex is a modern, three storey structure, which includes basement parking, accommodations for the differently-abled, meeting and conference room facilities.

Chaguanas Regional Corporation Complex - Completed

chaguanascmplxAs the largest and one of the fastest-growing boroughs in Trinidad and Tobago, Chaguanas will greatly benefit from the construction of the 35,000 sq. ft. complex which houses the administrative offices of the Chaguanas Borough Corporation.  

The Chaguanas Regional Corporation Complex allows citizens of this highly-commercialized, central community to gain access to local Government services at one convenient location in the heart of Chaguanas.

The Complex features a three-storey structure, and green spaces for public use. The main building is air-conditioned, wired for the most up-to-date communication networks, and includes fire detection, fire alarm and security systems. A new elevator allows easy access to all floors.

(a) A day care centre which is housed in a separate building;

(b) On-site parking to accommodate 127 vehicles;

(c) Library facilities; and

(d) A multipurpose auditorium.

Victor E. Bruce Financial Complex - Completed

The Victor E. Bruce Financial Complex located in Scarborough provides the public with convenient access to a variety of services provided by departments of the Division of Finance and Enterprise Development within the governmental body in Tobago; the Tobago House of Assembly. 

Located just a few feet from the Scarborough Library (also under construction), the Scarborough Financial Complex includes over 80,000 square feet of floor space and features:

  • A commercial building featuring office accommodation for a variety of departments in the Division of Finance and Enterprise Development;
  • Parking facilities;
  • A loading bay for deliveries;
  • Internet and Cable services;
  • Conference and Lecture facilities;
  • Recreational facilities along with a gym; and
  • Storage and waiting areas.

Office of the Prime Minister - Completed

The structure includes the following features and benefits:

  • Basement car park for ease of access; 

  • The use of modern networking and cabling to support the state-of-the-art technology needs of the occupants;

  • The inclusion of modern media briefing rooms which will utilize technologically advanced Audio Visual equipment;

  • The use of a chilled water type cooling system allowing for more efficient and cost effective air-conditioning;

  • The inclusion of passenger and service elevators for ease of access and egress to the three floors and basement levels;

  • The use of modern, sensitive design to cater to the needs of the physically challenged; and

  • The utilization of advaministrypublicadminbuilding1nced fire detection and security systems.

Ministry of Education Tower - Ongoing

ministrysocialdevThis Tower, which was designed specifically with the varied needs of the public at its core, will provide the public with a central location to access the wide-ranging services of one of our nation's most frequently accessed Government Ministries - the Ministry of Education. Located on St Vincent Street in downtown Port of Spain, just minutes away from the Twin Towers; the developing waterfront area; the new Government Campus Plaza Parkade; and the Government Campus Plaza, the Ministry of Education Tower will be a state-of-the-art glass and steel structure providing sixteen floors of modern, user-friendly facilities for staff and members of the public.

Two buildings will be constructed on the site: a 16-storey, 237,370 sq. ft. office tower; and a 5-storey, 35,420 sq. ft. secondary building. Combining glass and steel in this modern architectural structure allows a maximum amount of natural light to flow into the tower, resulting in a seamless transition between the building and the changing skyline of the nation's capital. The tower design also maximizes the views of the waterfront and the majestic Northern Range.

An open landscaped area at the street level has been designed to marry aesthetic appeal with daylight, air flow and pollution control in mind.

Both the Ministry's staff and the public that it serves will be able to take advantage of this quality work environment vis-à-vis the contemporary meeting rooms, large open work spaces and technologically advanced infrastructure to support the modern telecommunication systems demanded by the students of today and tomorrow.

National Academy for the Performing Arts, North - Completed

napa_north_pic1The majestic National Academy for the Performing Arts (North Campus), positioned in the heart of the nation's capital, Port of Spain, is the permanent home for the development of talent in the performing arts, with particular focus on our national instrument, the steel pan.  

The architectural design is reminiscent of the national flower of Trinidad and Tobago, the Chaconia.  At its highest point, the grand, modern building will rise up to 100 feet enhancing the state-of-the-art acoustics and offering an inspirational setting for the enjoyment and training of the performance arts.

The Port of Spain National Academy for the Performing Arts will play a pivotal role in the Government of Trinidad and Tobago's multifaceted national plan for development. A performance and teaching academy, the Port of Spain National Academy for the Performing Arts features a vast array of open vistas for the enjoyment of the performance arts as well as contemporary classrooms, teaching halls and other practice spaces for the cultivation of the performance artistes of tomorrow.

The 429,093 sq. ft. facility features:

  • A 1500 seat acoustically designed perperformingartsacademy2formance hall;

  • Two practice halls;

  • Teaching rooms;

  • State of the art lighting and sound features;

  • Stages designed to showcase pannists and other performance artistes;

  • A hotel  (for visiting performers);  performingartsacademy3

  • Parking; and

  • Landscaped surroundings including seating areas, water features and greenery.

The Port of Spain National Academy for the Performing Arts is one of two such facilities to be built as part of a Government to Government, 2% concessional loan from the People's Republic of China to the Republic of Trinidad and Tobago.

Pan Trinbago Headquarters Tacarigua - Conceptual

The site is comprised of eleven and one half (11.5) acres located off the Churchill Roosevelt Highway, Tacarigua between the Orange Grove Road traffic lights and the Trincity Mall.

The initial project scope was the completion of the existing three (3) storeys, 20,598 sq. feet steel framed building and related infrastructure. The completed building will function as the Headquarters for Pan Trinbago Limited.

The main features of the Pan Trinbago Headquarters include:

  • A Pan Motif Roof Design;
  • Second Floor - 3,000 sq. feet Conference Hall;
  • First Floor - Office Accommodation;
  • Ground Floor - Pan Demonstration Area, Pan Craft Accessory Display, Pan Info-Internet Service and Library.

Refurbishment Works and Outfitting of the President’s Cottage

President's Cottage

 

The President's Cottage is an annex which forms part of the original residence of the President of the Republic of Trinidad and Tobago.  The Cottage consists of two (2) structures, the original wooden cottage, previously known as St Ann's Cottage, is said to have been constructed in 1820. It was later demolished then rebuilt in 1873 as a Victorian-styled L-shaped wooden structure with influence of the Tudor Style or Medieval Revival. The second structure was later constructed as an extension of the original. 

The Cottage has undergone various modifications and expansions over the years with the latest being done in 2005. The following three (3) main areas comprise the compound:

1. The original cottage;

2. The extension (both are linked by a small interior patio) and

3. A large terrace area with a pool that has since been covered.

The project involves refurbishment and outfitting of the President's Cottage to accommodate His Excellency and his family and to deliver a living and working space.

The refurbishment works will also include renovations and modifications and historical conservation management.

Red House Restoration and Companion Building (Parliamentary Precinct)

Red House

The Red House is located in Port of Spain, bounded on the North by Knox Street, on the South by Hart Street, on the East by Abercromby Street and on the West by St. Vincent Street. The Red House is the seat of Parliament and has become an iconic building in Trinidad and Tobago.

The Government of Trinidad and Tobago, has agreed to:

  • Restore the Red House and establish a distinct Parliamentary precinct for the permanent occupation of the Parliament of the Republic of Trinidad and Tobago.
  • The restored Red House will form the nucleus within a distinct Parliamentary precinct. The precinct is to include a companion building to be located, for security and logistical reasons, north of the Red House, in accordance with the approved User Brief.

This will allow for the removal of Parliamentary administrative offices from the Red House to an appropriately outfitted neighbouring building within the "Parliamentary campus"; provide additional and modern committee meeting spaces, provide the needed space for a proper modern Parliament library and expand the Parliamentary precincts sufficiently to allow each Member of Parliament to be provided with adequate space.

The proposed new building will also present an opportunity to resolve the traffic problems around the Red House and, for the very first time, to provide adequate and secure parking for Members and staff.

At present the following are in progress:-

  • Archaeological Research and Rescue Excavation works for removal of all human skeletal remains and artifacts
  • Surveys and Testing
  • Preparation of designs for the complete restorative works

Land development for house lots and homesteads totaling 369 parcels in Rincon, Las Cuevas.

San Fernando Teaching Hospital - Handed Over

chancerylaneUDeCOTT was mandated by the Government of the Republic of Trinidad and Tobago to construct the Chancery Lane Complex, located in the heart of San Fernando, to provide retail and office accommodation.  However, before the completion of the project, UDeCOTT's mandate was revised to provide for the adaptive re-use of the Complex as an extension of the San Fernando General Hospital.

This retrofitted 468,000 square feet San Fernando Teaching Hospital will have:

  • 216 beds
  • Paediatric Wards
  • Adult Wards
  • Children's and Adult Outpatient
  • Mother and Child
  • Porter Services
  • Functional Diagnostics
  • On Call Room
  • Lecture Rooms
  • Administrative Offices,
  • Retail space
  • Parking lots

A Bridge between the San Fernando Teaching Hospital and the San Fernando General Hospital in addition to a Bed lift tower will also be constructed for ease of access.

Harris Promenade Development - Completed

Works for this project comprised of:

  • The Construction of reinforced concrete, transition staircases, concrete planters and kerbs
  • The refurbishment of the existing Bandstand inclusive of the laying of paving stones both on the Bandstand area and two main walkways.
  • Paving of the carpark and installation of an electronic gate.
  • Landscaping of green areas.

This project was completed in February 2004.

Princes Town Regional Corporation Administrative Complex - Conceptual

This project is in its conceptual stage.

Edinburgh 500 / Edinburgh Boulevard Dual Carriageway Highway - Completed

edinburghRecognizing that the provision of sound, reliable transportation infrastructure is integral to the growth of a rapidly developing society, the Government entrusted UDeCOTT to develop a road system in Edinburgh, Chaguanas. 

One of UDeCOTT's first completed projects in Central Trinidad, the Edinburgh 500 Dual Carriageway Highway made thousands of acres of conveniently located land accessible for future development.  Completed in 2006, the highway is now referred to as Edinburgh Boulevard and is the main access road to private housing and over 1,500 housing units under construction in Chaguanas by the Government of Trinidad and Tobago.

Blenheim, Castara and Roxborough Housing Development Projects (Tobago) - Completed

As part of the Government's vision of development, UDeCOTT worked in tandem with other government agencies to assist in the delivery of homes as outlined in the National Housing Policy.

At Blenheim, Castara and Roxborough, UDeCOTT completed infrastructural works which paved the way for 118 land lots in Blenheim, 85 land lots in Castara and 77 land lots in Roxborough for housing development.

Scarborough Esplanade - Completed

scarboroughesplanadeThe Scarborough Esplanade is a waterfront shopping and cultural tourist centre in Tobago. It comprises sixteen (16) single storey vendor's units, a pavilion, toilet facilities, paved walkways, landscaping and coastal protection works along Milford Road, Scarborough between Sangster's Hill Road and Steel River.

scarboroughesplanade1Construction on this project began in October 2002 and it was completed in October 2005. Now home to a variety of public events and a point of interest for tourists,  the Scarborough Esplanade has greatly enhanced the Waterfront in Scarborough and its appeal to the people of Tobago and visitors to the island.

Designed to be the cultural icon of our southland, the San Fernando National Academy for the Performing Arts (renamed the Southern Academy for the Performing Arts - SAPA) is located on Todd Street San Fernando, a short distance from the new San Fernando Teaching Hospital.  SAPA is in keeping with the Government's holistic plan for the development of performing arts and local culture in Trinidad and Tobago. 

perfartssouth1The modern, G-clef inspired design of this Performing Arts Academy pays tribute to the facility's goal to be a training ground for world class performers - particularly in the fields of musical performance.  Outfitted with the most advanced training and performance spaces and coupled with state-of-the-art acoustics, SAPA will be the southern home for cultivation of local talent, with particular emphasis on the national instrument of Trinidad and Tobago, the steel drum.

The 110,093 square foot facility features:

  • The acoustically designed performance theatre; NAPA_South

Like its Port of Spain counterpart, SAPA was financed via a Government-to-Government, 2% concessional loan from the People's Republic of China to the Government of Trinidad and Tobago.

Champ Fleurs Apartments - Completed

champfleursaptsUDeCOTT constructed 109, 2-bedroom housing units, spanning over 432,386 sq. ft. of land on Mendez Drive in the easterly community of Champs Fleurs. New home-owners can easily access on-site parking facilities mere steps away from their apartments and can enjoy quality family time while utilizing over 3803 sq. ft. of outdoor green spaces. This housing development was handed over to the Housing Development Corporation (HDC) in 2007, in line with the National Housing Policy.

Olera Heights Housing Development - Completed

oleraheightshousingdevWhen construction of the Olera Heights Development in San Fernando began in 2002, it was with the view of fulfilling the Government of Trinidad and Tobago's vision to provide affordable housing to the citizens of this southern city, while at the same time not sacrificing comfort and quality. The result was a 224, two-bedroom apartment complex, completed in 2007, with all the comforts of home, including tiled floors, spacious living and kitchen accommodation and full bathroom facilities. Each apartment building has been named after the first inhabitants of the island - the Amerindians. When completed, these homes were handed over to the Housing Development Corporation (HDC), who distributed the keys to enthusiastic homeowners at a ceremony held on the grounds of the complex in March 2008.

Green Street Housing Development - Completed

greenstreethousingdevUDeCOTT has responded to the need for reasonably priced homes in the eastern area of Trinidad through the development of the Green Street Housing Development. With an open living and kitchen floor plan, fully equipped bathroom facilities, and outdoor living space, these apartments were specially designed to accommodate the lifestyle of today's family and the amenities transform these apartments from a house to a home. Completed in 2006, this development consists of 20 housing units located at Green Street in the eastern town of El Dorado. The Green Street Housing Development was distributed by the Housing Development Corporation (HDC).

Lady Young Road Apartments, Morvant - Completed

ladyyoungaptsDesigned to provide high quality, yet affordable housing to the people of Trinidad and Tobago, this apartment complex consists of 296 residential, single family apartments on the immediate outskirts of the capital city of Port of Spain. These apartments are strategically located to allow home owners easy access to all of the city's amenities, including
ladyyoungapts1transportation, commercial centres, schools and playgrounds. UDeCOTT completed the first phase of development and handed over 20 units to the Housing Development Corporation (HDC) in August 2006.

 

 

Oropune Housing Development - Completed

oropunegardensFamilies who were handed the keys to their new homes in the easterly, Orange Grove community housing development of Oropune Gardens were allowed to experience first-time ownership thanks to the Government's housing development initiative. UDeCOTT developed 54, single-family homes in this community, all designed to provide the necessary physical amenities in this modern housing project, which was completed and handed over to the Housing Development Corporation (HDC) in 2006.  The Oropune project also consists of land development and infrastructural works for future housing development on land units just outside of Piarco.

The New Breakfast Shed - Completed

breakfastshedSetting the standard for local cuisine and conveniently located on the Port of Spain Waterfront, the Breakfast Shed was completely reconstructed.  The new, modern, streamlined structure was officially handed over to the Femmes Du Chalet on February 11, 2006, and continues its tradition as one of the "hot spots" of local cuisine in the capital city of Port of Spain.

Knowsley Residence Restoration - Completed

Originally built in 1904 by Taylor Gillies for William Gordon, the restoration and adaptive use of the external and internal structures of the Knowsley Building was handed over to the Ministry of Foreign Affairs on May 5th, 2011.  The restored two-storey building and basement features a reception area, administrative offices and tailored landscaping including a water feature.

Executive Jet Center, Piarco - Completed

This UDeCOTT executed project was undertaken to ensure that the Piarco International Airport was equipped with an Executive Jet Centre to be able to meet the immediate term requirements for the Summit of the Americas in April 2009, The Commonwealth Heads of Government Meeting in November 2009 and the longer term requirements of visitors using private jets, or persons who require added security, privacy and other special requirements.piarco_international_airport_pic_1_400

It was conceptualized to convert the old, non-operational South Terminal into a new functional Executive Jet Centre, in the process maximising otherwise unused and deteriorating resources.

The Piarco International South Terminal upgrade project was awarded to Shanghai Construction Group International, (Trinidad & Tobago), Limited (SCG) on February 20 2009.  SCG mobilized and started work on February 25, 2009.

The Project was divided into two phases in order that the Executive Jet Centre would be ready to accommodate delegates for the Summit of the Americas by April 2009.

The first phase comprised the demolition of existing structures and the construction of two storey structures which incorporated three main entrances / exits with canopies, VIP & VVIP rooms, executive waiting room, and refurbishment of existing structures and building of new hallways.  This work was completed on April 7th 2009 and the passenger - ready Executive Jet Centre was handed over to the Ministry of Works and Transport/Airports Authority of Trinidad and Tobago on April 13, 2009.  This work was done in 42 days. The completed Phase 1 facility was to five-star standard.

Phase 2 of this project commenced on June 1, 2009 and was completed on-schedule on August 31, 2009. The completed project was substantially approved by UDeCOTT on September 1, 2009 and handed-over to the Airports Authority on October 12, 2009.

The completed new Executive Jet Centre incorporates Customs and Immigration checkpoints, offices, meeting rooms, piarco_international_airport_pic_2_400change facilities and lunch-rooms for staff of the facility including the Airports Authority, Immigration, Customs, Traffic Index, OCNU.  It includes specially constructed Arms Inspection Room, Port Health Office and Detention Room.   There are two full VIP, VVIP rooms meeting five-star standards with individual food preparation rooms.  There are two executive grade lounge rooms.

This project was undertaken as a design-build contract.

King George V, Tennis Courts - Completed

Located in the King George V Park, the Project, which was completed in April 2008, boasts six (6) standard tennis courts, one (1) international tennis court, one (1) netball court, one (1) basketball court, parking facilities for fifteen (15) vehicles and a single-storey building comprising a cafeteria, three (3) offices and restroom facilities.

Ministry of National Security - Police Stations - Ongoing

The Ministry of National Security is spearheading the provision of strategic locations for Police Stations across Trinidad and Tobago which will facilitate modern, safe, functional, and efficient spaces to serve the needs of communities, to fight crime and meet all requirements modern policing demands. New Police Stations are being built at 17 strategic locations.

The typical Police Station will be state-of-the-art with varying sizes in built area and parking spaces.

Each station will comprise of basic and some unique functional areas. The basic spaces that are common to each station include public reception space, private statement rooms, fingerprinting room and offices for officers.

Typically, police stations will have three cells, and two juvenile holding rooms, to ensure that young offenders are kept separate from adult offenders/suspects. Cells and Processing Areas for offenders will be accessed via separate, secured vehicle areas and standard sally ports.

Some Police Stations will be equipped with an ID Parade and the Viewing Room will be provided to facilitate confidentiality when people come to identify offenders.

To ensure that police officers are efficiently trained and equipped to enable functionality at the highest calibre, the stations have been provided with in-house lecture rooms, library, and gymnasium, together with facilities such as appropriate dormitories for male and female officers, kitchen, laundry room, prayer room and a private office for counseling.

In line with the policy of the TTPS to involve community members in the prevention of and combating crime, stations will be equipped with a large community meeting room where residents can meet to voice their opinions and collectively seek accountability to improve their living conditions. Additionally, stations are designed to facilitate accessibility to our differently abled residents and visitors.

The needs of victims have been taken into account, and police stations have been designed to also have secured Victim Recovery Rooms. A Traffic Office will also be provided.

The police station will be highly secured and sturdy to counter and resist human and or natural threat and serve the community for years to come. The structure will be constructed with reinforced concrete that can withstand earthquake impact, and the effects of floods and hurricanes.

Temporary Relocation of Parliament to Tower D - International Waterfront Centre - Completed

UDeCOTT undertook the relocation of Parliament to Tower D of the International Waterfront Centre to facilitate the renovation of the 105 year-old Red House, whilst simultaneously ensuring that the daily functions of the Parliament proceed unimpeded.

It is anticipated that the Parliament staff will occupy Tower D for a few years.  The new office space at Tower D required retrofitting in order to house the specific needs of the Parliamentary and Senate Chambers, the Members of Parliament and the Red House staff.

National Oncology Centre - Pre-Construction

The National Oncology Centre will serve as the country's main treatment facility for cancer, offering a sustainable, comprehensive, state-of-the-art system of cancer control.

The modern, three (3) storey ambulatory cancer care facility which will be located on the compound of the Eric Williams Medical Sciences Complex (EWMSC) at Mount Hope on approximately 6,600 square metres.

The National Oncology Centre is intended to offer diagnosis and treatment including a twenty- one (21) station Chemotherapy Suite.

The facility will include all major and minor medical equipment including Linear Accelerators, PET/CT scanner, with furniture and fixtures necessary to provide the proposed services.

National Oncology Centre services:

  • Imaging/MRI Scanning,

National Air Guard Complex, Piarco - Conceptual

To cater for growth in the number of personnel and aircraft expected to be posted at the Piarco Station over the next decade or so, it was determined that there was an urgent need for significant modernization and improvement at the Air Guard Facilities at the Old Piarco Airport including the Administrative and Operations Building; the Hangar to house four (4) helicopters; a Flight Training Facility; Vehicle Maintenance Facility; Kiosk and related infrastructure.

Couva Children’s Hospital and Multi Training Centre for Medicine, Nursing and Pharmacology - Ongoing

The Couva Children's Hospital and Multi-Training Centre for Medicine, Nursing, Pharmacology and Optometry will be a self-contained, centralized medical facility conveniently located off the Sir Solomon Hochoy Highway, 1km south of the Couva Overpass and will be equipped with the most modern and high-end medical equipment.

The Couva Children's Hospital and Multi-Training Centre has been designed to fit seamlessly within the surrounding landscape to take advantage of the site's natural topography, views and existing tree lines.

The Hospital Facility will consist of 230 beds split between private, semi‐private and wards and includes full inpatient services for both Children and Adults. The design proposes a single 3‐storey Bed Tower dedicated to Pediatrics and Women, containing 80 beds and a second 3‐storey Bed Tower dedicated to Adult Patients, containing 150 beds. Also included are Emergency Departments with separate entrances for Adults and Pediatric Patients.

Other important services within the Couva Children's Hospital includes:-
• Diagnostic and Imaging

A single Central Utility Plant will serve both buildings and the project will also include Tertiary Level Waste Water Treatment Plant specific to the development. External works within this phase also includes 620 parking spaces, roads and landscaping.

Point Fortin Hospital - Ongoing

The Hospital will offer services in the areas of General medicine, General surgery, psychiatry, Burns, High Dependency and Accident and Emergency.

The facility will provide 100-beds comprising 24 Medicine Beds, 26 general surgery beds, 10 gynaecology beds, 15 obstetrics beds, 6 psychiatric beds, 10 paediatric/adolescent beds, 5 burns beds and 4 high dependency beds.

The Hospital will include ALL major Medical Equipment, Furniture, Security System, Data and Wireless networking, in addition to a Central Energy Plant, a Waste Water Treatment Plant, External works including Parking Spaces, Roads, and Landscaping within the project boundaries.

 The site is located just West of the intersection of Point Fortin Main Road and the Southern Main Road in Point Fortin. 

Arima Hospital - Ongoing

The Hospital will have the following features and amenities for a 150 bed capacity, Pharmacy, Ambulatory Care, an Accident and Emergency Services, Radiology, Physiotherapy, Laboratory / Blood Bank, Medical, Psychiatry, Gynaecology, Orthopaedic/Burn, Eyes, ENT and Surgical Wards, Obstetrics Delivery & Obstetrics Ward and a Mortuary.

The 150-beds would comprise 44 Medicine Beds, 20 surgical beds, 15 gynaecology beds, 26 pre and post natal beds, 10 psychiatric beds, 15 orthopaedic and burns beds, 10 ENT and Eyes beds, 4 intensive care beds and 6 high dependency beds.

The Hospital will include ALL major Medical Equipment, Furniture, Security System, Data and Wireless networking along with a Central Energy Plant, a Waste Water Treatment Plant, External works including Parking Spaces, Roads, and Landscaping.

Ministry of National Security - Fire Stations - Ongoing

 

The Ministry of National Security has initiated the design and construction of new Fire Station Projects to provide Trinidad and Tobago Fire Services (TTFS) with modern, safe, functional and efficient facilities to serve the community of Trinidad and Tobago and to meet the requirements of today's demands.

A formal contract was executed in May 2012 between the Ministry of National Security and UDeCOTT that would facilitate the implementation of the Ministry of National Security's Construction Programme. Earmarked for construction at the design phase are five (5) Fire Stations which include locations at Arouca, Mayaro, Woodbrook , Lady Hales and Chaguaramas.

UDeCOTT will commission the construction subsequent to the completion of Designs with Contractors being procured through Public Tenders.

The Construction phase is targeted for implementation in the first quarter of 2014. Preliminary works are being undertaken to facilitate the commencement of construction.

Ministry of National Security - Aircraft Hangar - Piarco - Ongoing

 

This project is part of the Trinidad and Tobago Air Guard (TTAG) Development Plan. It was envisaged that there will be significant growth in the number of personnel posted at the Piarco Air Station between 2008 & 2020. The formation projects to grow from its current strength of 5 aircraft and 116 personnel to 23 aircraft and 1200 personnel by the year 2020. As a result there is urgent need for significant infrastructural development at the Piarco Air Station to facilitate this rapid growth. 

The Proposed Facilities are:

  1. New Aircraft Hanger 
  2. Administration and Operations Building
  3. Flight Training Facility
  4. Vehicle Maintenance Facility
  5. New Mess Hall

The new Aircraft Hangar at Piarco is earmarked for commencement in the Financial Year ending Sept 30 2012. Preliminary works are being undertaken for commissioning this project.

UDECOTT has determined the Design-Build Methodology as the Contract execution strategy for the component of the Project involving the Aircraft Hanger.

An effective time management system will be implemented for this project to realize the most effective use of people, materials, equipment, and funds. Proper planning, scheduling and coordination during the Pre-Design Phase to achieve on-time completion, staying within budget and maintaining the level of quality expected is adopted

Couva Hospital - Goetechnical site assessment report

The proposed Couva Children’s Hospital has been designed to the guidelines of the Ministry of Works and Infrastructure (MOWI) in its most recent revision, March 2010.  This guideline recommends the use of the International Building Code (IBC) 2006 be in conjunction with the American Society of Civil Engineers (ASCE) codes; ASCE 7–2005.

 

The IBC 2006 and its updates to 2009 and 2012 use site-specific probabilistic methods which characterise potential building sites on a rectangular spatial grid of points over Trinidad and Tobago and surrounding areas. 

 

The IBC methodology requires the input of seismic ground acceleration values be used in conjunction with published Seismic Hazard Maps as was done for the proposed hospital site.  In the case of Trinidad and Tobago these Seismic Hazard Maps are those  published by the Seismic Research Unit and are available on its website; http://www.uwiseismic.com/Map.apsx

Potential earthquake sources are then represented as areal sources with zone/area specific earthquake activity.  These probabilistic bedrock site accelerations computed in this manner form the cornerstone/genesis of site-specific seismic analyses, where the site-specific soil parameters and site geometry are obtained from detailed geotechnical site investigations. 

 

This methodology was followed at the proposed Couva Children’s Hospital site in the development of the design values for structural building elements.  

 

 

 

UDeCOTT is a responsible state agency and maintains that full due diligence was adhered to before design and construction of the project even commenced, with the completion of a comprehensive Geotechnical Investigation conducted by a highly respected and independent company.

 

UDeCOTT stands firmly by these findings.

 

UDeCOTT affirms that any professionally recognised group with an interest for example the Association of Professional Engineers of Trinidad and Tobago (APETT) can write to UDeCOTT requesting the information and UDeCOTT will ensure that the information will be made readily available.

 

UDeCOTT cannot however respond to ‘anonymous engineers’.

 

The full Geotechnical Site Assessment Report will be available to UDeCOTT in a week and it will then be disseminated to the Media and uploaded to UDeCOTT’s website at http://www.udecott.com

Division of Health and Social Services (Administration Building) - Ongoing

The Main Administration Building located in Signal Hill, Tobago, is proposed to be a four (4) storey structural steel building approximately 60,000 sq. ft. This building will provide accommodation for the different departments within the Division of Health and Social Services such as Public Health, Gender Affairs, Social Affairs etc. along with offices, lunch areas, IT room, conference and training rooms. The project will also include a Maintenance and Transport Complex and a Warehouse Complex along with a Waste Water Treatment Plant. External works will include parking spaces, landscaping and a nature trail.

Division of Health and Social Services (Moriah Health Centre) Ongoing

The Moriah Health Centre located in Tobago is proposed to be a single storey reinforced concrete building of approximately 12,000sq. ft. with a basement. This building will accommodate a pharmacy, nurses section, examination rooms, dental offices, waiting area, doctor's offices etc. External works will include parking spaces, landscaping works, retaining walls and fencing.

Ministry of Justice (Hope Correctional Facility) - Ongoing

This is a project of the Ministry of Justice. The Hope Correctional Facility will be a 300 bed medium security prison with a high security section to be located on a 50 acre plot on Hope Estate, Tobago. The proposed structure will be a multi-level building of a modular construction that will provide accommodation for convicted and remanded male and female adults as well as male and female juveniles. The Facility will be designed to include programmes for sports, vocational, academic, re-integration, counseling, conjugal visits etc.

Penal Hospital and Rehabilitation Centre - Ongoing

This new facility will consist of 150 beds inclusive of the following: 

·          Three (3) Medicine Units of 30 beds each, making a total of ninety (90) medicine beds

·          One twelve (12)-bed Surgical/Obstetrics Unit with eight (8) surgical and four (4) obstetrical beds

·          One sixteen (16)-bed Palliative Care Unit

·          One ten (10)-bed Private Patient Unit

·          One ten (10)-bed Psychiatry Unit

·          One six (6)-bed Coronary Care Unit (CCU)

·          One six (6)-bed High Dependency Unit (HDU)

The facility will act as a community hospital for the immediate catchment area, providing inpatient services in medicine, surgery, obstetrics, and psychiatry; as well as associated outpatient services, a 24/7 Emergency Department, and a full spectrum of diagnostic services.

In addition to serving as a community hospital, the facility will develop both inpatient and outpatient programming with a focus on chronic disease management, specifically, but not limited to:

·          Renal Disease

·          Diabetes

·          Cardiac and Respiratory Disease

·          Post-stroke Care

·          Focused Rehabilitation

·          Geriatrics.

Encompassing this project scope are the following components:

The Roxborough Police Station is to be constructed at a site along the Roxborough-Parlatuvier Main Road consisting of 9150 square meters.

The Roxborough Administrative Complex is proposed to be a two storey reinforced concrete structure located in the village of Roxborough in close proximity to the Roxborough Fire Station.  The building will be a modernized facility designed to meet the needs of the people of Roxborough and environs especially as the building will house office space for various sections within the Tobago House of Assembly such as Social Welfare, Election and Boundaries Commission and Immigration.  In addition, accommodation will also be provided for different service providers such as T&TEC, TSTT, WASA and retail space will also be made available for entrepreneurial citizens of the area along with space available for a pharmacy which is greatly needed in the community.  There will also be an annex building that will accommodate a market, cafeteria, Barber Shop and public restroom facilities. Such a facility will minimize the time and effort required to travel to the city in order to access these services.

The Victor E. Bruce Financial Complex located in Scarborough provides the public with convenient access to a variety of services provided by departments of the Division of Finance and Enterprise Development within the governmental body in Tobago; the Tobago House of Assembly. 

Located just a few feet from the Scarborough Library (also under construction), the Scarborough Financial Complex includes over 80,000 square feet of floor space and features:

Outfitting of Manic Street Building

This 13, 288 sq. ft. rented facility will be outfitted to provide office space for the Equal Opportunity Tribunal and the Equal Opportunity Commission units of the Ministry of the Attorney General. The scope of works in summary is as follows:

Removal of existing partitions, & the construction of new office partitions and doors
Out fitting of offices with furniture and equipment
Modification of the air conditioning system to allow for the introduction of fresh air into the        building, including the relocation of existing air conditioning units.
Relocation and/or the installation of additional electrical outlets
Installation of new data outlets
Relocation of lighting fixtures

Port Of Spain General Hospital

 Located on upper Charlotte Street - to the north of Port of Spain - the Port of Spain General Hospital, (formerly the Colonial Hospital), was constructed in 1855.

The 565-Bed Hospital is the country's major healthcare and emergency facility in northern Trinidad.

Over the years, there have been attempts to adapt the building to facilitate modern medical practice.

However, the facilities have suffered from deterioration and the space is no longer adequate to meet current needs.

The Project was originally intended to be a renovation and upgrade of the facilities.

Given the critical need to increase capacity due consideration has also been given to overall expansion.

Thomas and Sons Building Outfitting

This 11,380 sq. ft. rented facility will be outfitted to provide office space for Human Resource, Audit and Accounts units of the Ministry of the Attorney General.

The scope of works includes:

  • —  The demolition and installation of new internal wall partitions with associated services,
  • —  The fit-out of all offices;
  • —  Minor mechanical and electrical works as deemed necessary;
  • —  Installation of voice/data infrastructure in accordance with the proposed layout.
