UDeCOTT Mission

The Mission of the Corporation is to fulfill its role as the Government's primary developer of choice through the physical development and rehabilitation of urban and other designated areas. This will be achieved in accordance with aesthetically pleasing, environmentally sound and commercially viable principles.

The Mission was set in the context of the country's vision to attain "First World" or developed country status by the year 2020. The visualisation of the urban centre of the 21st century is one of a portrait community in which interests in culture, history education, entertainment and government are well balanced with commerce. Its realization will be reflected in rich urban environments which will be the product of well designed and managed public spaces; the preservation of historic sites; medium scale development projects which serve commercial and growing residential needs; and the development of small business.

UDeCOTT embraces this vision in all that we do to work as directed by the Government to help build a first world nation and to develop all our people.

UDeCOTT's Logo Description

The UDeCOTT logo was created to reflect our developing portfolio, commitment to culture and environment and our staff's dedication to moving the Government's vision forward.

Colours

The Red represents the energy and vitality of the staff of UDeCOTT and the people who work with us. The Black tinges represent land of the country we are developing in line with the vision for this country.

The motif is reminiscent of three things:

  • A flower to represent our commitment to work while respecting our environment. The petals of the flower are U-shaped to show we are working for YOU, the population of Trinidad and Tobago

  • A steelpan to show our commitment to develop our nation while respecting our cultural and economic landscape

  • A cog to represent UDeCOTT being one of the many entities working together to move the country forward like the parts of a fully functioning machine.

Company Background

UDeCOTT: Developing the Vision…Making it Real

Launched on December 28, 1994, the Urban Development Corporation of Trinidad and Tobago Limited (UDeCOTT) is a limited liability company registered under the Companies Ordinance (Ch. 13 No. 1) and specializes in project management. The Corporation’s line Ministry is the Ministry of Planning, Economic and Social Restructuring and Gender Affairs.

Under the oversight of a Board of Directors, with day to day management by an Executive Chairman and a core of highly trained and experienced professionals, UDeCOTT is charged with bringing the infrastructural aspects of the Government’s Vision 2020 to reality. The rationale for the establishment of UDeCOTT was based on the following:

  • The decision to give greater focus to the capital city of Port of Spain as a business and financial centre
  • The continued regeneration of the city of San Fernando
  • The development of 13 major urban centres including Tobago as identified in the National Physical Development Plan
This strategy for the creation of a specific company to spearhead this initiative derives from the success of similar institutions popular in many countries across the world including Jamaica and throughout the United Kingdom.

Roles

UDeCOTT delivers on its mandate by using two approaches:

  • Project Manager
  • Development Facilitator
The specific approach selected depends on the type of project, the context of development and the requirements of the stakeholders.

UDeCOTT as Project Manager

UDeCOTT can be retained as a Project Manager by Government Ministries to provide project development services beginning with the project conception and ending with delivery of the completed project. In this role, UDeCOTT acts as an agent and provides the following specific services:

  • Project identification and formulation
  • Feasibility studies
  • Planning and environmental studies
  • Procuring consulting services for architectural and engineering design
  • Procuring contractors for infrastructure and building construction
  • Arranging construction management services
  • Preparing project budgets
  • Assisting with project financing negotiations
  • Providing financial management and reporting services.

UDeCOTT as Development Facilitator

UDeCOTT can be retained as Development Facilitator and function essentially as a consultant. UDeCOTT will undertake responsibility for the physical, economic, financial and environmental planning of a project and will mobilize the resources to implement the project.

Graduate Trainees

UDeCOTT continually recruits Graduate Trainees in the Construction and Engineering fields for a period of two (2) years. While working with UDeCOTT’s in house professional staff and the Project Managers/Consultants in a team environment, Trainees will be exposed to all phases of the project life cycle ensuring that projects are on time, within budget and of high quality. Knowledge gained during training at University will be utilized. Relevant training and development programmes, tools and equipment will also be provided in order to increase productivity. Participants must be in possession of a degree from an accredited University and must be highly energized team players. After the training programme, participants may be hired on a permanent basis should a vacancy exist.

Project Engineers

UDeCOTT continually recruits qualified Project Engineers. Applicants must be a registered engineer with at least five (5) years experience in the aforementioned field.

UDeCOTT Graduate Training Programme

In keeping with the Government of Trinidad and Tobago's focus on the development of its human capital, the Urban Development Corporation of Trinidad and Tobago Limited (UDeCOTT) has embarked on a number of initiatives aimed at creating a positive long-term impact on the development and continuous improvement of the local labour force in the construction industry.

One such initiative is our Graduate Training Programme, which is an advanced-level, two-year training programme designed for graduates of one of the following Degree Programmes: (i) Construction, (ii) Architecture, (iii) Engineering, or (iv) Project or Construction Management. 

Through the Graduate Training Programme, UDeCOTT hopes to establish relationships with recent graduates in these construction-related fields, who are eager to obtain relevant work experience that will ultimately lead to greater employability.  Since the Programme is a vehicle for knowledge sharing and capacity building, Trainees will be given the opportunity to work alongside skilled local and foreign professionals in various construction-related disciplines.  As such, Trainees will be able to develop essential skills and competencies while having the opportunity to apply their academic learning in a real work environment. 

The goals and objectives of the Programme will allow Trainees to benefit in the following ways:

  • Exposure to project life cycles;
  • Exposure to the latest construction methodologies and construction terminology both in the field and in the office;
  • Familiarity with project delivery methods including the design/build process;
  • Understanding of the importance of the team-based approach to design and construction of a Project;
  • Appreciation of the relationships among the various parties in a construction project;
  • Proficiency in understanding, interpreting and/or preparing plans, schedules, specifications, contracts and other technical construction documents; and
  • Enhancement of field experience on construction sites.

Further, in keeping with the Corporation's resolve to create a positive, sustainable impact on the development of Trinidad and Tobago's nationals, UDeCOTT may offer Trainees permanent employment based on their performance during the two years of training and on UDeCOTT's internal staffing needs.

In order to qualify for the Graduate Training Programme, the applicant must possess a degree from an accredited University in Construction, Architecture, Engineering, Project or Construction Management and demonstrate an ability to become a team player, who is prepared to take responsibility for their development.
